AUTHORIZATION:
Federal Property and Administrative Services Act of 1949, as amended, Public Law
81-152, 63 Stat. 390, 40 U.S.C. 486 (c); Small Business Act of 1953, as amended, Public
Laws 95-507 and 100-656.
OBJECTIVES:
To promote the interest and participation of business concerns, especially small
businesses and small disadvantaged businesses, women-owned small businesses, and
businesses located in HUBZones in government procurement, and to provide publications to
assist businesses in their marketing efforts.
TYPES OF ASSISTANCE:
Advisory Services and Counseling.
USES AND USE RESTRICTIONS:
Counsels and provides information on government contracting opportunities, to small,
small disadvantaged, and women-owned business firms. Each year, GSA, the Federal
Government's purchasing agent, real estate developer, telecommunications manager, and
computer overseer, contracts for over $10 billion worth of goods and services. Because it
must provide the workspace, supplies, equipment, and support that other agencies need to
do their jobs, GSA is an important market for small businesses.

PROGAM ACCOMPLISHMENTS:
In fiscal year 1999, Business Counseling Offices personnel performed 115,827 business
and counseling actions; fiscal year 2000 estimate is 120,000, and fiscal year 2001
estimate is 125,000. In fiscal year 2000, Business Counseling Offices personnel
participated in 425 business and opportunity meetings; the fiscal year 2000 estimate is
450. The fiscal year 2001 estimate is 475. (Outreach being encouraged nationwide).
